Why some languages it’s easier to sound native

It seems like English is one of the hardest languages for people to sound native in, because I don’t think I’ve ever met a non native English speaker without a foreign accent, even after they’ve been learning for decades and are fully fluent. But I’ve heard lots of English speakers speaking in other languages and getting compliments for sounding just like a native, by natives of course. Why is that? Is it just because the sounds in English are simply “harder” to learn?
