The most optimize way of learning a language

Hi,

I don't have a lot of time to study (45min a day) but I still would like to speak Chinese.

What's better : speak with a native for 45min or watch a children show for 45min and shadow it ?

Or do you have a better way to learn a language with the minimum amount of time ?
