Can you go from C2 to B2 (not a typo)?

A few years ago my buddy claimed to have been C2 in German but now is in a B2 class. To be fair to him, he has not studied German for three years.

Did I catch him in a lie or is it possible to devolve from C2 to B2 through a few years of neglect?
