What does fluency mean at all?

I’ve seen many people here mention the concept of fluency, often as the final destination of their learning. As far as I know, fluency is speaking at a normal pace with reasonable accuracy (which is why many official certificate-issuers prefer “proficiency” instead). But most L2 learners I’ve met (even extremely successful ones that outperform even native speakers), speak slower and in a more careful and cumbersome way than their L1 counterparts. They are reasonably “fluent”, but fluency and the pace of their speech is actually one of their weaknesses. Fluency therefore is much harder for some to attain than classical proficiency milestones such as CEFR level C2. So what does fluency mean to you? How do you define it?
