This question might be dumb but I couldn't find an answer for myself.I don't have any difficulties with comprehension or speaking and I automaticially translate the English words into my native language.Thus I'm able to watch normal videos with a more advanced usage of words.But I don't feel fluent yet since it's frequent that I discover words which would be important in a normal conversation but I never heard in my entire life.
