Accents for communication

In foreign countries usually 3rd world countries like Ethiopia, Rwanda, Brazil, India, china etc. A lot of the local people don't speak English well, to cope with this some people try talking English while mimicking the local accent in an attempt to try and be more understandable to them. Ex: In some small Indian neighborhood at a shop sized market, some American visiting the area might ask something like "do you have milk" but they'll say that with a heavy Indian accent to try and communicate more clearly with them. I think people do this because of the idea that if you speak in a towns native accent you will be more understandable to them. Is this true and what do you think of this method of communication?
