Is it justified to claim you speak a language when you’re at B1?

I reached B1 in a foreign language without even setting a foot once in that country, but I’m still able to speak about everything in that language with rare mistakes (mostly grammar).

However, I had the feeling that especially in reddit it’s not uncommon to say that B1 is nearly nothing, which kinda frustrates me since the average learner needs 4 years to archive B1 in a foreign language.

So my question: Is it justified when you say you speak a foreign language when you have a B1 in it, but you won’t claim you’re somewhat fluent?
