How would one hypothetically split up the FSI's hour estimates?

For example the source I found states that Category I languages take 575-600 hours to reach functional competency, yet how do they split that time up? 1/3 vocab, 1/3 grammar, and 1/3 speaking? I know a lot of their material is drilling phrases and grammatical structure at the learner, I was just curious if anyone has a better idea how exactly that number plays out in different learning activities.
