Learning to read / write Chinese without learning to speak/listen?

Manderin and Cantonese are two different languages. People in both languages can understand each other if they write out words on paper.

They can do this because Chinese characters are not an alphabet and do not really note exactly how to say any particular word.

With this in mind, I came up with this idea:

Can I learn how to read and write in Chinese, without learning to speak it?

I know this is an unusual idea, but I find it interesting to think about.
