Is there any "standard" or "reference" language-independant frequency/spectral/formant characteristics of IPA phonemes?

I want to make some experiments with synthesizing phonemes in continuous sound space, with "neutral" timbre and without prosody. Technically, it's not an impossible problem. The problem is to map produced sounds to IPA phonemes. Like, what range of formants' frequencies should be considered [ə] or [œ].

It seems like the IPA itself specifies phonemes in strictly physiological and articulational terms. Although I haven't seen "Handbook of the International Phonetic Association" yet. And most of speech/acoustic research deal with real data of specific language and accent.

Do you know some kind of "reference" phonemes or defenitions of their acoustic charactristic?
