Duolingo Redditors that are higher than level 15, how's your fluency?

Title.

Interested after reading some duolingo forums and seeing the badges, what the levels actually mean in terms of understanding, speaking and fluency. I'm sure you can probably read the language well, but interested in some insight as to what these "levels" pan out as.

Edit: I guess a simple breakdown of tier levels like 5, 10, 15 etc.
