Do I count as a native speaker?

I am fully aware of the fact that the term native speaker isn’t really defined, but am still wondering I count as one in y’all’s eyes.

If I grew up not speaking a dialect, while pretty much everybody around me except my mother spoke it, and I later decided to speak it and also make it stronger by semi studying it, do I still count as a “native speaker” of said dialect/language or not?
