Say I have 2 years to learn a language. What can I do to become as fluent as possible in this time frame with limited free time?

I want to hear your tips and strategies. I want you to account for lack of free time such as studying and work. I can't spend 8 hrs a day studying this language. What are good ways to squeeze it into my tight schedule. I'm learning tagalog if that helps. Thank you all🙏
