How to divide levels of proficiency more intuitively?

Scratch the whole "beginner/intermediate/expert" or "A1,A2,..." or even "express thoughts and ideas that ...".

Something more intuitive in the likes of (#1 is highest level):

  1. Poetry
  2. Scientific paper
  3. Journal / Novel
  4. Standup comedy
  5. Instruction manual
  6. Facebook conversation
  7. Anniversary card
  8. Road signs
  9. ...

That's off the top of my head but I hope this illustrates the idea. To my understanding, poetry is the highest form of language and so if you can read poetry in said language, you're at the highest level because it means you can understand ambiguous meaning and convoluted grammar structures. Next would be a scientific paper because it probably utilizes the most higher-education vocabulary, etc. etc.

So if you had to represent levels by an actual "thing", what would be the ranking from Highest level to Lowest level?
