Why at the very first stages of learning a langauge we're often taught basic phrases (and that's it) instead of the core grammar?

The first steps are usually the main verbs like in English the verb "to be" so we're shown sentences like "I'm 26 years old" / "The ball is red" etc. But we aren't tall the grammar behind that, the position of the verb, the nouns, if words have declensions or gender (English of course lack them)

I'm talking about teaching adults, of course you won't tell a kid about subject, direct object, etc.
