When are you considered bilingual?

I know it may seem like a weird question to some people but I have been trying to find a good answer for quite a while now without any good results.

The two different types of answers I have found so far is that you:

  1. Simply have to be fluent in two languages total

Or

  1. That you have to be fluent in two languages EXCLUDING your native language.

Would appreciate it if someone could help me here.
