How well do native speakers of languages other than English understand foreign accents in their language?

I have heard that since so many people from around the world speak English or are trying to learn how to speak English, since they all have different accents and different levels of fluency, and since countries were English is spoken as a native language by a large majority of the population have a high immigration rate, this makes it so that native English speakers can understand English that is very far off from being considered correct English. Thus someone speaking in a thick Mandarin Chinese accent who struggles with English grammar can still make themselves understood to some degree in places like the UK, Australia, Canada, America, etc.

But what is it like for native speakers of other languages. If someone tried to speak Hungarian in a thick Mandarin Chinese accent with a questionable grasp on Hungarian grammar, would a native speaker of Hungarian understand that person? If someone tried to speak Japanese in a thick Vietnamese accent would a Japanese person understand it, etc.?
