Why do the Slavic languages have such bad dubs?

I watch a lot of Multilanguage videos sometimes and I've always noticed, Polish, Russian, Ukrainian and other Slavic languages have by far the worst dubbing, they usually just speak over and voice over the original audio with barely any emotion
