should i go to portugal or france for my academic exchange?

i've been debating which country to study in for a while and i have to apply soon, so i need an outside opinion. as a part of my university degree (bilingual arts degree in french-english), i have to go on an exchange program and i can go pretty much anywhere.

i speak french at a comfortable level (though my writing's a bit... questionable), but if i go to france, i won't know anyone (the exchange isn't with a group, it's just through the uni). i'll also be taking courses in french (which i'm relatively comfortable with). since my faculty is french, france/paris is the most popular place to go, so i don't get into a university in paris, i'll be in a suburb 2.5 hours away (my major isn't offered everwhere).

as for portugal, i dont speak the language very well, but i understand it and i have family that i'm close with in the city of the university. i would be taking courses in english

i really don't know where to go. the courses i have left in my degree are not mandatory french courses, so i'm free to take whatever i want. but i've never been/lived away from home before. neither country has 'dorms', so i'd be alone for that too -- i'm lucky that the finances for living there wont be an issue for me. i've always wanted to learn portuguese better... i don't know.

any opinions? experiences? other things to consider?
