"What" pronounced as /hOO/at, what is that?

I was just watching Bam Margera´s Dr. Phill episode and noticed Dr. Phill pronounces "what" as /hOO/at, "overwhelmed" as over/hOO/elmed...

Was wondering, is that a regional way of speaking, where from? Or what is it?
