Is it harder for Dutch or English native speakers to learn a latin language opposed to learning another germanic language?

I'm currently learning French, and i've learned Norwegian before this. I'm having a difficult time learning French because it feels like progression is going a lot slower. Is this normal? Or am i the only one with this problem?
