Why the sound "Ch" in german characterized as "tsch"?

why the sound "ch (as in "chow")" characterized as "tsch" in german language? why didnt they simply come up with diacritical mark above/below a letter. for instance, its equivalent in turkish is "Ç/ç" in english "Ch/ch" and so on so forth but in german it consist of punishing four letters! I think its not ideal to combine 4 different letters and call it "Ch". any thoughts on this? maybe it has historical connections Idk.
