What is it about living in a country that forces one to learn the language better than academic style learning?

Is it the forcefullness of "you learn to associate these words, sounds, and letters to these things or else you are f*cked" or is it something else? If it is the first, would turning all devices, video games, media, etc, to that other language aid in one's language learning? Thank you in advance!
