How to find the best language teachers?

Soon I will be moving to Taiwan for at least a year so I want to pick up some Mandarin to get the most out of living there.

I'm thinking about organising about 4 hours a week of language classes either 1 on 1 or a small group.

When looking for tutors what are the best thing to look for/ ask to find someone who I will work well with and enjoy learning a language from? - I've never got far in previous language learning attempts so not sure exactly what I'm looking for.

And also how much is cost of lessons an indication of quality?
