I'm wondering what the different CEFR levels really mean. If someone says they have a certain level, does that mean they're learning the material for that level or that that's the last level they completed? For example, if a person has a B1 level, does that mean they're currently studying B1 topics or that they completed B1 and are now learning B2 material?
On a similar note, does a CEFR exam test that you're somewhere within a level or that you've completed that level? For example, if you're learning C1 material, is the idea that you'd pass a B2 exam but yet not a C1 exam?
Sorry if this has been asked before. It seems like a fairly simple question but I've had some trouble finding a solid answer.
