What is the best app, (with minimal voice delay) to call someone across the world?

I have a language partner that I met on hellotalk. Im american, they are Chinese. We talk at least once a week. However, we have tried both wechat and hellotalk, and there is a pretty substantial delay between when i talk and when they hear me. It causes a lot of interruptions. Is there a better app that might shorten the delay? Is this just inevitable?
