Is it easier to learn to speak a language if you can fluently understand it?

I can already understand 100% of a language my mom used to speak in my presence when I was younger. Is it possible for me to relearn the language just by starting speaking it with her? It's a very small minority language with 10,000-15,000 speakers only. How long do you think it would take me to become conversational in this language?
