What is the best German city to study German in?

Hi all, so recently been made redundant and I figured now is a good time to learn German among native speakers.

I am quite keen on my money going for as long as possible, and was wondering what German city was the cheapest to live and rent in?

On top of this, does anyone know any of the best value for money intensive courses for learning German?
