Is Korean partially a tonal language?

I’ve seen some videos where people are explaining the difference between consonants and they don’t mention pitch at all and the difference between something like ㄱ and ㅋ is almost nonexistent. Then there’s other videos where they specifically say the pitch goes up and I can easily hear the difference as one is more flat sounding and then next sounds like it goes up in pitch like they’re asking a question. Is this maybe a difference based on dialect or maybe a way for Koreans to signal what letter there using even tho it’s not a hard rule?
