when do you guys decide to add new words to your decks?

I currently have a deck with approx. 1500 words. Do you guys complete the deck before adding more? or do you add words you are unfamiliar with when you come across them?

I'm no where close to finishing this deck, but I want to be prepared so I can keep learning vocabulary flawlessly.
