I observed something at a Norwegian language school for adult immigrants:
8 adult immigrant had weekly classes learning Norwegian. 15 hours a week. In those 15 hours, 2 teachers would be dedicated to the task, that is 1 teacher to 4 students. These people had received about 40 weeks of teaching (600 hours in total). Moreover, the immigrants live in Norway and have been there for two years.
So, 4 adult language learnings have had 1 teacher dedicated for 600 hours of active learning and at the same time two years in the local country.
They do not speak the language at more than a basic conversational level.
The teachers are professional language tutors/teachers and do have success with a bunch of other immigrants. Some, however, seems to not be learning very fast.
How come? I know this is random and a bit abstracts but what's youre take on this?
