If an Indian (multilingual ) and an American (monolingual) were to learn a European language like Dutch, who’d learn it faster and better?

If both of em equally smart, put in the same amounts of time and work toward learning Dutch, would the monolingual find it more difficult to learn the language than the multilingual?
