Native speakers of a non-Indo-European language who speak one more Indo-European language besides English, did you notice that English and that language were more similar than English and your native language?

Like say you speak Japanese as a native language and later on you learned English as well as let's say Russian. Or whatever. Did you notice that English and Russian seem to be kind of similar to each other than they are to Japanese? That's basically my question, please elaborate because this is super interesting to me.
