Many (dare I say most?) veteran language learners and polyglots seem to advocate for Input before Output. So I've been working almost exclusively on Reading and Listening. But when is it safe to jump into Speaking practice, iTalki lessons etc.? How do I know whether I'm "ready" to move onto Output?

After I can comfortably read the average novel generally speaking?

After I can understand most of what I hear in music and media?

I'm certain most comments will tell me there isn't a specific threshold which I already know, but what's a general ballpark of when I'm expected to move onto Speaking, assuming I'm following those Input-based learning plans?
